GS-12 Duties:
Adapt project requirements to the controlling criteria and exercises an extensive professional knowledge to resolve unique problems related to the more complex aspects of civil site layout and civil design.
Applies extensive and diversified professional knowledge of civil engineering theory, principals, and practices.
At the full performance level, provides guidance to lower grade engineers and personally develops more complex aspects of civil engineering plans and specifications.
Writes technical documents and performs technical reviews.
Provides engineering support during construction.
Assignments are accomplished under rigid time schedules and are subject to unforeseen changes.

NOTE:
This is a developmental position.
The duties of this position lead to the full performance level of GS-0810-12.
Incumbent may be appointed to the GS-05, GS-07, GS-09 (depending on qualifications).
Incumbent may be non-competitively promoted to the next higher grade upon (1) meeting all regulatory requirements; (2) certification by the supervisor of successful performance; (3) completion of all training requirements; and (4) the availability of work at the next higher grade level.
Promotion is not automatic.
NOTE:
-First review of completed application packets will be approximately 3-4 weeks after the opening date of this announcement.

These reviews may take place once or twice per month.

Minimum Qualifications for the GS-05:
Education:
Meet or exceed the education as listed in the Basic Requirement for Environmental Engineer (link above).
Minimum Qualifications for the GS-07:
Specialized
Experience:
One year of specialized experience which includes assisting with the design of civil engineering projects, and writing and reviewing engineering related reports to ensure compliance with requirements.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
OR Education:
One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Civil Engineering, Architectural Engineering, Construction Engineering, Engineering Geology or related discipline.
OR Superior Academic Achievement.
In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above.
Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR(2) Grade-Point Average (G.

) - Applicants must have a grade-point average of either (a) 3.
0 or higher out of a possible 4.

Specialized
Experience:
One year of specialized experience which includes working on projects with regular guidance from senior engineers, collecting data through field activities, and assisting with the preparation of reports, plans and other project documentation.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR Education:
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Civil Engineering, Architectural Engineering, Construction Engineering, Engineering Geology or related discipline.
OR Combination of Education and
Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
To compute the percentage of the requirements, divide your total months of experience by 12.
Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18.
