Electrical Engineer

Serves as a journey level Electrical Engineer performing a full range of conventional, journey level assignments within all the functional areas; data collection, designs, preparing cost estimates, and providing consultation services on electrical systems associated with water control facilities and hydroelectric powerplants. Prepares specifications for construction, services, and supply contracts. Reviews contractor's submitted work for technical compliance with specification requirements. Reviews contractor's correspondence, transmittals, special designs, complex changes, and provides technical comments, approval and/or disapproval of proposed actions by the contractors. Reviews designs and cost estimates prepared by consultants or other agencies for acceptability, conformance to appropriate standards, policies, legal requirements, and cost effectiveness. Prepares schedules for design processes and estimates schedules for the project construction phase. Performs cost estimates for all project phases to include:
feasibility, concept, design, procurement, and construction. Furnishes technical assistance to supporting engineers and technicians, and reviews their work for competence and accomplishment of assignments. Basic Education Requirements:
Degree:
Engineering. To be acceptable, the program must:
(1) lead to a bachelor's degree in a school of engineering with at least one program accredited by Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
(a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following (see US OPM qualifications standards operating manual for specifics):
(1) professional registration or licensure; (2) written test (FE exam or other written test required for professional registration); (3) specified academic courses; (4) related curriculum. Substitution of Education/Specialized Experience Requirements:

In addition to meeting Basic Education, applicants must have specialized experience or additional education as defined below:
GS-11:
One year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in the Federal service OR three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. in the field related to the position, (i.e. electrical engineering). GS-11:
Professional electrical engineering experience preparing designs for the repair, maintenance or installation of new electrical and electro-mechanical equipment or systems associated will-power generation plants, pumping plants, or switchyards. Electrical projects involving power system protection, system generator controls, transformer maintenance or Rother electrical equipment used in support of the main generating and pumping equipment as well as water conveyance systems. These examples are not all inclusive. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Applicants will receive credit for all qualifying experience, including volunteer experience. If selected, the selectee will be required to provide official college transcripts to verify educational qualifications. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
