Interdisciplinary (Safety of Dams Project Manager)

Position may be filled at the GS-11 GS-12 level. The duties of this position are developmental in nature, leading to the full performance level of GS-12. The incumbent may be non-competitively promoted to the next level of the position upon meeting all regulatory requirements; certification by the supervisor of successful performance; completion of all training requirements; and the availability of work at the next higher grade level. Promotion is not automatic. At the GS-12 level:
Serves as a Project Manager in the Safety of Dams (SOD) Branch responsible for coordinating the Safety Evaluation of Existing Dams (SEED) investigation programs, inspections, and Issue Evaluation programs. Provide administrative and technical management for SOD corrective action study (CAS) programs. Plan, organize, budget, schedule, and direct the work of engineers and specialists in a wide range of disciplines. Prepare and negotiate work schedules and budgets for all work items. Chair work group for coordination or preparation of project documents with engineers and other specialists including contractors and those in other agencies Lead meetings with staff and management-level representatives of Reclamation, States, COE, F&W, and other Federal and local agencies Provide technical assistance to lower graded program personnel and directs the work of other professional specialists from outside the program. Review completed work for technical adequacy and accuracy. GS-11:
Experience in the use of applying advanced civil, structural, geotechnical, or hydrologic engineering experience in the design experience planning and carrying out various portions of complex civil engineering projects such as dams, reservoirs, spillways, pipelines, tunnels, and canals under general guidance from a higher level engineer such as preparing and analyzing civil engineering designs, cost estimates, construction specifications, and related engineering documents involved in the design and construction of civil works projects. These examples are not all inclusive. GS-12:
Professional civil, structural, geotechnical, hydraulic or hydrologic engineering experience in the design, construction, operation, or maintenance of earth and concrete water resources structures such as, dams, reservoirs, spillways, pipelines, tunnels, and canals e.g., experience responsible for the accomplishment of preliminary and final designs and specifications or the development of appraisal and feasibility designs, hydraulic and hydrologic evaluation of spillways, cost estimates, summary reports for operation and maintenance or construction projects; experience providing technical advice to project offices, quality assurance reviews of technical engineering documents and coordination with representatives and stakeholders to identify project tasks, including scope of work, purpose, timing, and resource allocations; experience with safety of dams engineering evaluations, and/or experience in relevant technical issue evaluation. planning, programming and overseeing cost and schedule execution of project planning, design, and construction in coordination with representatives, contractors, and stakeholders to assure projects are completed within guidelines and objectives. This experience is not all inclusive. Experience that would not normally be part of an applicant's position may be creditable when documented by satisfactory evidence (e.g., a memorandum from the manager or human resources director, SF-52, or similar documentation). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. If selected, the selectee will be required to provide official college transcripts to verify educational qualifications. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.
