THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION. The primary purpose of the FINANCIAL MANAGEMENT ANALYST, GS-0501-9, is to provide professional wide spectrum pay operations (Military Pay, Civilian Pay, Accounts Payable and Travel pay) support to Soldiers of their assigned State. This position serves as the subject matter expert for day to day processing across the various systems utilized within the section and to serve as liaison with adjacent departments as needed. Professional pay services include the examination, analysis, presentation, and interpretation of pay entitlements to Soldiers, Civilians, and Vendors. This position requires continuing independent review of effected pay accounts, and work reconciliations, corrections, and resolution of the most diverse, complex pay conditions of accounts. Monitor pay cases concerning unique pay problems, issues, and situations, as well as precedent setting cases under sensitive circumstances. These pay accounts require a complete analysis, review, and input of corrective actions to include the calculation of complex tax issues involving legislative rulings and various pay, allowances and entitlements in atypical environments; disputed special, incentive and bonus pay circumstances; various debt, garnishment, and other salary offsets; excess leave, disability severance pay, combat entitlements, interest calculations and contract payments. Evaluates facts presented to ensure validity, accuracy, and completeness of claims for customers. Examines, analyzes, and interprets finance and accounting data, records, and/or reports to determine conformance to federal appropriation law. Provides internal control advice on military pay, civilian pay, travel pay, disbursing and collection, accounting, vendor and contract pay, budget, and systems administration. Apply pay and tax laws, regulations, directives, and policies to all cases. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following:
It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. May make additional selections within 90 days of eligible(s) issuance. FINANCIAL MANAGEMENT ANALYST, GS-0501-9:
Must have at least one year of specialized experience, equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as:
Knowledge and understanding of pay operations; Skilled in providing pay services such as examination, analysis, presentation, and interpretation of pay entitlements; Experienced and competent to review and analyze pay accounts and knowledgeable of tax issues involving legislative rulings; or pay allowances and entitlements, or incentive and bonus pay circumstances. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
