WHAT DOES A REVENUE OFFICER (COLLECTION ANALYST) DO? As a Revenue Officer, (Collections Analyst), you will serve as a Collection Automation Coordinator and subject matter expert responsible for coordinating, evaluating, maintaining and developing locator service contracts at the local level. You will coordinate with governmental liaisons to secure information from state and local governmental agencies. You will develop and provide outreach training, presentations and workshops on various automated systems administered by Functional Automation Support (FAS) such as Automated Trust Fund Recovery (ATFR), local locator services and the Credit Browser. You will use systems including ATFR, IDRS, AMS, OL5081, PPS and the Credit Browser to review and analyze data. You will provide support and assistance and offer technical advice to Field Collection employees. You will review and coordinate processing of SB/SE Requests for Organizational Change (S-ROC). You will serve as a Point of Contact (POC) for computer hardware and software problems and assist with rollout of end user automation training. You will prepare and provide Area Directors and Territory Managers with ATFR reports and related analysisAs a Revenue Officer (Collection Analyst) you will:
Develop and present complete plans for activities assigned, and coordinate programs or program segments and related procedures. Participate in formal or informal studies, either on your own initiative or as directed by the supervisor. Formulate project proposals, make recommendations on priorities, scope, timing and techniques for consideration and decision by the supervisor. Implement, plan and prepare draft program documents, technical material and other guidance related to ongoing programs, or in order to implement new programs. Conduct studies and analyze data, statistical reports and other information to evaluate program accomplishments, identify trends and deficiencies, and determine the impact of programs on collection activities. Develop collection strategies and procedures for use by revenue officers to address new program requirements and practices, or implement new laws or regulations. Coordinate collections-related studies and activities with other areas, divisions and business units. Provide input or assist in preparing broad national directives, guidance or documents pertaining to the collection process and related programs. Prepare written reports, procedures, correspondence, referrals and forms that are clear, concise and accurately reflect factual information. Serve as an expert technical advisor in assisting FAS staff and Field Collection employees with implementation of new or modified procedures for supported programs. You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
Experience in working collection issues requiring use of the Internal Revenue Code, tax laws and related regulations to work cases. Experience using the Automated Trust Fund Recovery (ATFR) application to process Trust Fund Recovery Penalty (TFRP) investigations. Experience using the Integrated Collection System (ICS) and IDRS to research case information and to resolve issues involving the TFRP. Experience in supporting functional automation systems by troubleshooting issues (e.g., hardware equipment & software applications). Experience in review of SB/SE Requests for Organizational Change (S-ROCs) for system change impacts, preparation of S-ROC action plans and leading related instructional calls. Experience in preparation and analysis of ATFR reports. Experience communicating with internal and external customers and in preparing written reports, user guides, and job aids. Experience in the use of virtual communication and training tools, the use of data management techniques and performing in an instructor or presenter capacity. Experience leading and participating in a team environment. - The experience may have been gained in the public sector, private sector or Volunteer Service. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
