THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION. The primary purpose of the HR SPEC (HRD), GS-0201-7/9, is to provide Human Resource Development services, including planning and evaluating programs designed to develop employees and manage learning, to Army and Air National Guard employees within the state. Ensures program is in compliance with National Guard Bureau, Department of Defense (DoD), Office of Personnel Management (OPM) guidelines, policies, regulations and statutory requirements. Accomplishes work through the use of a variety of automated systems and programs. Provides advice and assistance to technicians, supervisors, and managers on identifying training needs, training opportunities, and sources of needed training. Answers inquiries about available training, and clarifies eligibility requirement and application procedures. Advises technicians on self-development activities and explains eligibility requirements and regulatory requirements. Conducts surveys of training needs, analyzes the information obtained, and submits recommendations. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following:
It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. At the lower grade level of GS-07, the incumbent performs the basic duties and has the basic responsibilities as described above; however, assistance, guidance and support from the supervisor or co-workers is provided as required until statutory and performance requirements for advancement to the next higher level are met. May make additional selections within 90 days of eligible(s) issuance. HR SPEC (HRD), GS-0201-07:
Must have at least one year of specialized experience, equivalent to at least the GS-06 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as:
Experience assisting in updating the state training plan; Ensuring technicians and supervisors complete training evaluations; Assists units in planning and conducting in-house training and ensures proper training documentation is utilized for technician training credit; Assists supervisors in the development of Individual Development Plans. TRAINEE POSITION:
Applicants not meeting full qualifications for the GS-09 position indicated above may be considered for GS-07 trainee, if qualified. Statement-of-Difference of qualification requirements for each are indicated. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
