Management and Program Analyst

The primary duties of this position are:
Assists the Resources Program Manager in planning, coordinating, and implementing CVPIA program activities and responsibilities. Works within broad program goals to support Reclamation's primary mission and Congressional mandates. Provides program management and program performance evaluation for a broad range of CVPIA activities and responsibilities, including water acquisitions, wildlife refuge programs, the Anadromous Fish Screen Program, and water conservation administration. Coordinates the preparation of budgets and schedules of work, identifying projected time and staff needed for project accomplishment. Identifies responsible contractors or entities and tracks the implementation of tasks. Develops fiscal management and related documents, ensuring documents are written in compliance with the appropriate Endangered Species Act, Fish and Wildlife Services Coordination Act, and National Environmental Policy Compliance Acts. Establishes and maintains cooperative relationships with other Federal, State, and local agencies; water users; and other public or private groups involved in or affected by Reclamation resources management policies, programs, or activities. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to at least the GS-11 in Federal service. Specialized experience at this level is defined as:
Experience in engaging in on-going analysis of an organization's budget, funding sources, and program needs to determine resources required and assure compliance with regulations concerning budget and project funding control. Experience in project management, tracking, monitoring, and reporting on project workload, schedules, funding, expenditures, service agreements, etc.; Evaluating frequent changes and recommending adjustments to funding, manpower schedules, etc. Experience using quantitative and qualitative analytical techniques to evaluate the effectiveness of administrative procedures, recommending changes to meet short and long-term organization plans, objectives, and project workload of and organization to evaluate the effectiveness of administrative procedures, recommending changes to meet short and long-term organizational plans, objectives, and project workload of an organization, and recommend areas for improvement. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
