Financial Technician

As a Financial Technician, you will be assigned to the Administrative Division in the Sacramento office. Duties include (but are not limited to):
Receive funds requests and invoices for all types of expenses and review to ensure they are accurate and complete, in compliance with financial guidelines and regulations, charged to the correct appropriation, and funds are available to cover the obligation. Assign Requisition Numbers to funds requests according to budget category, account classification, and other funding criteria and ensures duplicate numbers are not issued. Prepare and process vouchers and invoices for payment. Verify validity of invoices and ensure that they are mathematically correct, contain complete payment information, include the proper approval authority and required receiver's signature. . Provide information and guidance to staff on procedures, forms, and documentation required to support travel authorizations and travel vouchers. Responsibilities will increase and assignments will become more complex as your training and experience progress. GS-5:
To be eligible at the GS-5 level, you must have at least one year of specialized experience equivalent to the GS-4 level; or four years of education above the high school level; or a combination of both specialized experience and education as explained below. Specialized experience is defined as experience performing clerical or technical work in support of accounting, budget, financial management, or fiscal operations; compiling figures, maintaining records; compiling reports; performing work which represents the transactions or business of an organization; examining vouchers to verify requests made against the record of what was authorized; working with an automated accounting system to process payments, obligations, vouchers, and invoices for goods and services. Experience:
Successfully completed post-high school education may be used to meet the total one year of specialized experience requirement equivalent to the GS-4 grade level. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. GS-6:
To be eligible at the GS-6 level, you must have at least one year of specialized experience equivalent to the GS-5 level. Specialized experience is defined as experience receiving and reviewing financial documents for accuracy and in compliance with applicable guidelines; assisting other staff in assigning document control numbers according to the appropriate budget category or other funding codes; using automated financial management systems to record funding obligations and/or payee information; assisting higher level staff in providing information on travel and other financial regulations, policies, and guidelines. To be eligible at the GS-7 level, you must have at least one year of specialized experience equivalent to the GS-6 level. Specialized experience is defined as experience investigating problems/errors, which involves verifying the accuracy of the authorizing documents; determining the amount and extent of underpayments or overpayments; correcting mistakes and/or recommending corrective actions to resolve problems; using automated financial management systems to independently process financial documents, obligate funds, review and process payment vouchers, reconcile financial accounts; and advising staff on travel and other financial regulations, policies, and guidelines. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
