Senior Project Manager

Roles:
o Serves as a Project Manager for the California Business Connect Project.
o Performs as a SCRUM master for assigned project(s).
o Assists with the day-to-day management of the California Business Connect Project.
o Manages one or more sub-projects in accordance with California Project Management Framework (CA-PMF) as defined in the California Statewide Information Management Manual (SIMM) Section 17, supplemented by the Project Management Institute's (PMI) methodology as defined in the latest version of the Project Management Body of Knowledge (PMBOK ) Guide and Standards in the event that the CA-PMF proves to be insufficient.
o Assists with managing the work of SOS Staff, including, but not limited to, the SOS Technical Leads and Business Leads working on the California Business Connect Project.
o Coordinates with Contractor Project Managers (PMs); which may include Project Managers from Systems Integrators, Organizational Change Management, and Information Security contractor(s).
Responsibilities and Tasks:
o Plan, guide, and oversee the day-to-day internal activities that support the project.
o Review and advise on existing project plans that document processes and procedures that ensure adherence to the CA-PMF methodology.
o Provide materials and train project teams on a common AGILE process that is used in the California Business Connect Project.
o Assist contractor PMs to work with SOS staff to coordinate implementation strategies, production support, information technology training and knowledge transfer, defect and issue tracking, and warranty and maintenance periods.
o Assists Project Director in managing team communications involving the collection and dissemination of project information.
o Track actual progress against project schedule and report weekly to the Secretary of State Project Director.
Recommend to the Project Director corrective actions to be taken when necessary to keep the project within quality, scope, schedule and budget.
o Provide project status reports regarding scope, quality and schedule during weekly project management team meetings.
o Monitor, identify and report project risks and dependencies for the Project Schedule.
o Develop or assist in the development and updating of the master Project Schedule and all project work plans.
o Coordinate updates to the Project Management Plan, other Project Plans (Scope Management Plan, Change Control Plan, Communication Management Plan, Human Resources Management Plan, Risk Management Plan, Schedule Management Plan, Quality Management Plan, Contract Management Plan), and other project management documentation as needed; o Ensure all project recommendations by project contractors are analyzed, evaluated and implemented or provide analysis and reasoning as to why project contractors' recommendations should not be implemented to the Secretary of State Project Director.
o Record meeting minutes for project meetings when the Project Assistant(s) is not in attendance.
o Update and maintain the CA-PMF Toolkit spreadsheet; o Prepare monthly Department of Technology Project Status Reports.
o Attend and provide impromptu reports at periodic project status meetings with the Secretary of State Project Director and/or the Project Co-Sponsors.
o Prepare Change Requests and coordinate responses regarding scope management.
o Update and manage the project action item log.
o Assist the Secretary of State Project Contract Manager in the Deliverable Review Process.
o Ensure objectives and functionality are achieved as defined in the project plans.
o Coordinate with the other Contractor Project Managers to ensure successful and timely completion of all project objectives.
o Manage risks and issues, including identifying, reporting, and resolving internal and external project risks (in collaboration with the Secretary of State Risk Manager and Other Contractor Project Managers).
o Monitor the Risk Log for impact to the overall project.
o Provide input and suggestions to the Risk Manager and the Risk Management Team on mitigating risks and developing risk actions.
QUALIFICATIONS, SKILLS AND
Experience:
1) Possession of (a) a Bachelor's Degree, and (b) a valid Project Management Professional (PMP) certification from the Project Management Institute (PMI), which will be verified during the RFO process.
A copy of a valid PMP certificate is required in the response to this RFO.
The PMP certification is required and may not be substituted with additional experience.
2) Minimum of seven (7) years of broad, extensive and increasingly responsible experience applying PM principles, methods, techniques, and tools.
At least four (4) years of that experience must have been as a senior PM of one or more large or complex IT project.
3) Must have at least five (5) years of proven experience on a State of California information technology project managing multidisciplinary teams that include technical and business staff, consultants, and stakeholders (such as agency executives, contractor managers and staff, independent vendors, independent project oversight consultants, independent validation and verification consultants, and state staff and vendors).
4) Must have at least two (2) years proven experience in the role of a lead Project Manager on at least one project of similar size, scope and complexity.
The Project Manager must demonstrate experience in all aspects of managing a project from project start to finish even if not all on one project.
5) Must have proven experience preparing PMBOK-related project plans, schedules, issue and risk management response plans, budget projections and revisions, and other standard project management elements listed above in Section 3.

6) Must have proven experience managing a large scale, integration project that contracted systems development and integration to a separate company.
The Project Managers' scope of responsibility for that project must have included management of the Systems Integration vendor.
7) Must have experience using Microsoft Office suite of productivity tools including Microsoft Project.

Estimated Salary: $20 to $28 per hour based on qualifications.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
