Under the general supervision of the Accounting Administrator I (Sup), the Accounting Officer Specialist will perform professional accounting duties in the Travel Unit.
The Accounting Officer Specialist is responsible for independently performing the more difficult audit, analyzing, and processing complicated travel claims following SAM, DGS, and CALHR travel rules and regulations, and researching items rendered by the CARB and CalEPA.
Will act as liaison with other BDO's.
Coordinates and resolves complex travel-related issues.
Prepares complex reports for management.
Cross trains staff and directly assists the other managers and supervisors for the Accounting Branch.
The Accounting Officer Specialist currently works at a professional level to maintain various types of regulations set down by the CalHR, DGS Travel Bulletins, Management memos, State SAM review, audit, and process all incoming Travel Advances (TA) and Travel Expenses Claims (TEC).
Verify that each expense on the TECs is supported by receipts and itinerary, assuring get proper approval if an expense exceeds CalHR allowable rates.
Utilize the California Automated Travel Expense Reimbursement System (CalATERS Global) database; process vendor payments; make various types of entries FI$CAL, and apply accounting rules and regulations to specific types of payments.
Analyze, audit, review, and process vendor payments and request replenishment of the Office Revolving Fund (ORF) account in FI$CAL after disbursements have been made and vendors have cashed the checks.
Voids returned revolving fund checks with the State Treasurer's Office and in FI$CAL.
Prepare monthly ORF reconciliation report and monitor trial balance by period.

Working Conditions The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need.
Employees not residing in California are not eligible for telework.
Regardless of hybrid telework eligibility, all employees may be required to report to the position's designated headquarters location at their own expense, as indicated on their duty statement.
Requires being in a stationary position, consistent with office work, for extended periods.
